How did Cindy get on Indy?

A glance at the 2014 local ballot begs the question: How on earth did Cindy get on the Independence Party line? I know, I know, she and Len Bernardo are best friends forever and Gerry Fornino already gave to Len’s wife the Conservative line a number of times… but let’s take a look at the timeline:

    July 10, 2014
    Last day for filing designating petitions for state/local offices.
    NYS Election Law §6-158(1)

    August 7, 2014
    At the Town Board meeting, Rochester town supervisor Carl Chipman read Councilman Tavi Cilenti’s letter of resignation effective August 15.

The Independence Party is required by law to do every nomination (town and county-wide) solely by petition. On July 10 – the deadline for filing petitions – not even Councilman Cilenti knew about his resignation, so Cindy Fornino had no legitimate reason to circulate and file a designating petition.

Cindy Fornino knows how she got the nominations:

Carl Chipman, Len Bernardo, Terry Bernardo, Cindy Fornino, Gerry Fornino

Her nominations are morally wrong. Do they have to be illegal too?
